It means the last line in the file does not end with a newline (aka LF) and vi fears it might be a binary. This could be the result of the software used to upload the file from eg. a DOS-Windows based environment. (This could also lead to change in the file size; in a file with so many short records, a record termination with LF versus CR/LF couild make quite a difference, but that's just a guesss). The "incomplete last line" message is almost alway harmless. I don't expect sg to trip over this. At best the last URL or domain would be affected. So don't let this distract you from the real issue.
