If you are on anything higher than normal security, yes, delete the msec's in 
here.  These are scripts that are scheduled to run and check your system for 
changes to ownership, mode, and other potential security risks.  I really 
like HOW they work, but I've not figured out how to "update" the msec 
settings so that changing ownership from say, /etc/squis/squidGuard.conf from 
root to squid prevents msec from changing it back to root.

As for the other problems.  I think this is hindering your success

I'd check the syntax and ownsership on your db/privilegedsource folder and 
ips files.  You might also try manually entering the valid ip's as a range in 
the config to troubleshoot the problem.

Another question.   Are all the "." (periods) actually in your config file, 
or are they just there to denote tabs?  I don't recall these in any of my 
config files and I don't know what effect they might have on squidGuard.
