  That is in your php.ini file. Based on your version of PHP, I'm
  going to say it is set to on. This is a starting point I guess :)

  So without running for conf.pl script (or configure), it still
  failed a login? If that is the case, then I don't think it is a
  plugin issue, because without changes to the plugin page, there are
  no plugins loaded.
