It isn't a problem with you, or your SMTP server, or any of your settings, unless you have a firewall blocking port 25 going out. The message is saying that the mail server you're trying to send to is not available. Check to see if you can ping the end server (mail.basicq.com), and that you can connect to port 25. What are the errors? Chances are you need to keep it as localhost, or set it to another SMTP server.
