I received a message which has no text version, and it displays really
ugly. (i.e. displays the html, does not render it)
    

It's working just like it should.
ok, just to clarify: then you are saying that if "show HTML version" is set to no, then, if a message does not have a text part, SM will not interpret or render the html at all, but just  display the html message, including codes, it as if it were plain text. ok, I can see that this makes sense.

however in this case, it is stripping out the html and displaying the funky

ok, my ? was how to set this (and other options) as the default preference for *all users*, but now I see from other listserv messages that I have to edit default_pref in the data directory
