Sounds like you should put some kind of confirmation or
authentication in the account setup process. Something to make sure
that when John Doe signs up for his free webmail account, he is not
a spammer. If you can't do that, I see no way to prevent this kind
of abuse, either in Squirrelmail or any other webmail client.
