Yes, until you mention that it's POP.  SquirrelMail is an IMAP client, and
therefore requires an IMAP server. *IF* you are using IMAP, yes,
SquirrelMail can be hosted on a webserver, fetching and sending mail to
remote IMAP and SMTP servers.

Turning off PHP would be pointless, as SquirrelMail depends upon it. 
Turning off the webserver..well.. Maybe I'm just misunderstanding you at
this point.  If you use remote IMAP and/or SMTP servers, you should look
into using TLS. (Make sure you have PHP 4.3.0 or higher, and SquirrelMail
1.4.0 or higher.  Enable TLS for both services.)  You don't want passwords
getting sniffed over the network.

Many people are.  I was just speaking on IRC to a gentleman who has 839
SquirrelMail users.

Depends on which IMAP server you use.  Some of them support the QUOTA
extension, others don't.  You'll need to do some research and figure out
what features you want/need and then select an appropriate IMAP server.
