The documentation would have answered this readily. In order to install plugins, you need write access to the plugins directory of the SquirrelMail installation, as well as write access to the config.php file (located in the 'config' directory, of course). If you don't want to edit the config.php file directly and would like an easier time, you also need Perl installed, and execute permission for conf.pl (also in 'config').
