This has come up before, and is a result of something going odd in the
PHP install. The reason things are 'broken' is because of a split on a
<br> tag in page_header.php. If you notice there is a > at the bottom
of the page. This is the reason the reply buttons don't work.
Unfortunately nobody in the development team have been able to
reproduce it, and the people that have got it in the past (read the
archives) have had it go away after recompiling PHP from what I
remember.
