When using conf.pl section 8, plugins you get a menu showing Installed
Plugins and Available Plugins. The ones that are installed are currently
being used by SquirrelMail. The ones listed as available are not used by
SquirrelMail, i.e. they are deactivated thus invisible to and unusable by
the users and it's therefore safe to remove them from your system.

In my example below it is safe to remove the directories
plugins/worthless_plugin and plugins/not_used_plugin, but don't remove
plugins/a_plugin and plugins/another_plugin since SquirrelMail is using
these.

I hope this clarifies what Chris wrote.
