You should not have to delete the file.  Instead try to find out why it
can't be opened.  What are you doing when the error occurs?  When you get
that error, take a look at the ownership and permissions on the file.  It
should be owned by your httpd user (apache?) and readable/writeable by
only that user.  If it isn't, use chown or chmod to correct the
ownership/permissions and see if the error goes away.

Next you will have to find out how the permissions get changed in the
first place.  If this is happening on a regular basis, look for some
scheduled tasks that might be mucking with things (some sort of
file-system scanning job?).  If it happens on a seemingly random schedule,
look for other events that occur around this time.  Are you the only
administrator?  Possibly somebody else is doing a restore in that
directory and managed to change the ownership of the files.  At any rate,
you will have to do some research to find out what is going on with your
system.
