The issue is not cPanel. You must make sure that the path to the data
directory and attachments directory are the same as what is specified in
the config.php file. You can choose to put those two directories wherever
you like, as long as config.php is edited to match the new paths.

I have my data and attachments directories outside the public_html (or
www) directory, so that they aren't accessible from the outside. For
example, my data directory is at:
/home/accountname/data_sm_users

My data directory ownership: UID: nobody, GID: squirrel.
Permissions: 755.

This is on a server where PHP runs as an Apache module. If your server
runs PHP as CGI, then ownership settings will likely be different.
