a) index.php is not included in Apache's DirectoryIndex directive and
directory listing is forbidden.

http://httpd.apache.org/docs/mod/mod_dir.html#directoryindex

or try http://your-server/squirrelmail/index.php

b) you are using unnamed webserver that does not use index.php as
directory index.

c) webserver can't access squirrelmail directory due to wrong permissions
of directory.

if you see php files as code - php support is not present in webserver.
