Okay, that's what I figured. I don't think Outlook is flagging the
messages as read, and when the message is deleted from the Trash folder,
Outlook now sees the same message on the server as essentially a new
message and downloads it.

If users are only deleting the message because they read it but want to
keep the copy on the server, they'll probably just have to put up with it.
If users are deleting messages in Outlook because they don't need them
anymore, then go into the Outlook account properties and enable the
setting that says "Remove from server when deleted from 'Deleted Items'"
(this is in Outlook Express -- should be a similar setting in Outlook).
Essentially, this is saying that when you delete a message for good in
Outlook, Outlook will delete the same message on the server and keep
things synchronized.

Your best bet, then, may be to convert your Outlook users to use IMAP
rather than POP3 as it should eliminate these headaches.
