Outlook has the ability to interface with "web based" mail services, which is likely what he is asking... More properly, can Outlook be configured to work with Squirrelmail, which might be a question better asked of M$...
The only web based mail service Outlook can interface with is MSN/Hotmail as far as I am aware. Those sites implement a special protocol called HTTPMail that has nothing to do with any other web mail system, including SM.
*No way* can Outlook be configured to work with SquirrelMail, and you don't need to as Microsoft to find out.
