It depends on recode and iconv support in your php installation and things
that you are willing to change in squirrelmail and your php install.

Please note:
1. there are no waranties. use it on your own risk.
2. don't file bugs against this package in SquirrelMail bugtracker, if you
can't reproduce same bug on vanilla squirrelmail install. Don't disturb
other developers with problems in that package. This is experimental
package done for some squirrelmail installs.
3. decoding in compose will be added in 1.4.3a.utf8-2.
4. You can write decoding functions that don't add dependency on iconv or
recode or mbstring, but you will fry server that runs such squirrelmail
version.
5. You can remove dependency on recode in Japanese translation, but only
if you remove Japanese extra functions or keep original squirrelmail
decoding functions only for Japanese.
6. some strpad and strlen function calls still have to be fixed.
7. If your users store 8bit data in their preferences - it will be broken.
8. these changes are done by person, that prefers utf-8 and one charset
for all squirrelmail translations. If you have recode support in your php
install and need only reading support, diff file can be smaller.
9. some preg_replace calls might produce errors on RedHat 7.x installs.
