You mentioned /home/httpd/squirrelmail.  On my gentoo system, it puts
files in /var/www/ so I'm assuming you're either using a none standard
setup, or your using an older version of all versions of software
installed.  Either way, the default apache configuration is to reject
access to the /home directory, by the configuration option:

<Directory />
  Options -All -Multiviews
  AllowOverride None
  <IfModule mod_access.c>
    Order deny,allow
    Deny from all
  </IfModule>
</Directory>

This denies all access to anything in / unless otherwise explicitly
allowed by other directives.  You could add the following:

<Directory /home/httpd>
   <IfModule mod_access.c>
      Order allow, deny
      Allow from all
   </IfModule>
</Directory>

Put this in your configuration file, and restart apache, see if that helps
any.
