I've had that same problem forever and none of the solutions help.  I
guess my imap server just doesn't support it. VOPmail IMAP4 Server
4.7.192.0

Are you sure you tried the above? The plugin uses that variable to see if it should use charset based searches. If it is set to False, then it does not use them.

Yes, I'm sure. Filters don't work whether it's set to false or true.

If you are willing to investigate, I can get you a test account for the imap server. Then you can log in with your own locally setup squirrelmail and see if you can get filtering working without getting the charset error.
