I can upload files to the base directory and create folders in it. But
those folders are not displayed in the listing. All uploaded files and
created folders are owned by apache (wwwrun:wwwrun). The base dir is owned
by the webuser, that's why safe mode doesn't complain. I am pretty sure
that if I would see the created dirs I would not be able to upload content
to it due to that safe mode restriction warning, saying the subdir is not
owned by the script user.

So in general I guess with PHP you cannot create directory trees unless
you turn safe mode off or the apache user and the script owner are the
same.
