change_passwd plugin needs configuration file. have you created it?

it also needs access to suid binary and SELinux might block access to it.

Check change_pass plugin. It does not require priviledge elevation and
does not need knowledge about your email system layout in order to change
user's password. You will need only compatible poppass server.

If you get white pages instead of content of php scripts - check web
server's error logs. I think they are at /var/log/apache or /var/log/httpd
on Fedora.
