(or is it > another problem all together) This would be an apache question as to why apache is setting the environment variable for HTTPS to be one when it's not being used for a particular variable. The only thing I can think of is that you have an "SSLEngine On" statement in a global file, rather than limited to a VirtualHost tag. This has been an issue for a number of people, but I've unfortunately not been able to reproduce it myself. The easy solution is to comment out the getEnv line.
