Does apache 2.0.4 have anything to do with it?
After recompiling what I think should beable to handle up to 15M less 25% attachment size. Also, 15M is the max mesg size. I can attach size a little less than 1.5M but I can send atleast 5 or 6 of those little 1.5M which is more than the default configure of the first compile.
I've recompiled sqwebmail as such:
