[sqwebmail] Attachment size problem

I get an error when clicking on the send button after successfully adding 
attachment(s) 12M (orig size 9M). It errored saying exceeding quota which I 
have no message in the box: 

ERROR: You have exceeded your quota 

-redhat 9 no unix quota set.
-quota is set at 25M, 26214400S.
-using vpopmail
-sqwebmail 3.6.0 

Here are the configure options:
--with-maxmsgsize=26214400 (25M)
--with-maxformargsize=15728640 (15M)
--with-maxargsize=15728640 (15M) 

any ideas anyone?
