vpasswd and vpasswd.cdb

Hi,
Due to a reason I dont know i regularly lose these two files. Although I
have backed them up I lose the new users continuously.
Is there a way to produce vpasswd.cdb from vpasswd or merge two vpasswd
files.
Please help, at least this time.
