Yes. The login cache is not working.

Did you use the --with-cacheowner option, as INSTALL tells you to? 

    * --with-cacheowner=user - specifies who should own the cache
      directory. This is bin by default. However, if you choose to
      install vsqwebmail owned by the virtual userid, instead of root,
      you MUST use the cacheowner option to specify the virtual userid.
