I don't know. Confirm that you're not seeing this issue with Netscape.
This will point the finger squarely at MSIE, although this is the first time
I've heard about this problem.
Try to root around MSIE's menus. Perhaps there's a way it can tell you what
IT thinks the individual page's caching options are. Then, the usual
procedure applies: apply the latest service packs, hope that it fixes the
problem, etc, etc, etc...
