No, qmail is not required.  It is required, however, to run sqwebmail on the 
same host that has any kind of a mail server.  It can be qmail, it can be 
something else.

No.  A local mail server is required to send mail.  I'm not sure how you 
expect sqwebmail to be able to send mail, without a mail server being 
present.
