I might be mistaken here, but shouldn't this directory be owned by bin?
You're telling the cleancache.pl script to run as user bin via the su
command, however it has no permission to clear out this directory as it's
owned by vpopmail. Either change the ownership of the directory to be
vpopmail or change the user cleancache.pl is running as to vpopmail.
