They would be the same as the contents of the file in each individual
maildir. /usr/local/share/sqwebmail/maildirfilterconfig is a global default.

This is not very likely to work, since in all case maildrop will read a file
called .mailfilter

Well, let's put it this way. For a basic shell box with accounts in
/etc/passwd, MAILDIR will be ./Maildir no matter how many user accounts
exist.
