In principle, sqwebmail should be able to take ISO-8859-1 or ISO-8859-15
mails and convert them to UTF-8 for display (i.e. in a browser which
supports UTF-8). I've not experimented with this myself though. But that
seems like the "right" solution to this problem. Attempts to convert the
LDAP output into ISO-8859-1 will fail if it contains UTF-8 characters which
are outside of that character set.
