Couple of thoughts...

I suspect the problem is not with sqwebmail if it ran prior to adding the other cgi's.

Is the new server OS the same as the old one?

Same goes for the hardware, especially the processor, was intel now amd or vice versa?

Did you build sqwebmail on the new platform?

The other cgi's that you run, did you just copy them over? I'm wondering if the new server has mostly updated software and the cgi's etc copied from an older system may be built against the older software.
