### Description During some tests, i saw that `event_routes` on `dispatcher` module are not triggered, in some specific situations like:
- When we do a `dispatcher.reload`; - On startup, when destinations are `AP` in the first attempt; In both cases, we don't have an `old state`, so the `event_routes` are not triggered. But, in a lot of cases, makes sense to do some log, or some other operations, on these kind of situations.
