### Description

During some tests, i saw that `event_routes` on `dispatcher` module are not 
triggered, in some specific situations like:

- When we do a `dispatcher.reload`;
- On startup, when destinations are `AP` in the first attempt;

In both cases, we don't have an `old state`, so the `event_routes` are not 
triggered.

But, in a lot of cases, makes sense to do some log, or some other operations, 
on these kind of situations.

So, i have introduced a small patch, to make possible to trigger these routes, 
when we don't have the `old state` available.

Tested on my own, old behaviour works as is, and now when `old_state` its not 
present these `event_routes` are now triggered.
