This is changing the existing behaviour and can have major impact as it is not
expected to execute the event routes on startup or reload. Depending on what is
in the event route, it can slow down startups/reload, as it seems to be
executed for all destination addresses in the dispatcher list.
It should be a modparam to control this behaviour (e.g., event_callback_mode)
that can enable it, with default being the existing one.
