it turned out that i had forgotten to include
modparam("tm", "failure_exec_mode", 1)
in my test config. once i included it, both branch failure route and
transaction failure route were executed after fr_timer fired.
i'll therefore close this issue.
it would be nice if it would be possible to get branch failure route executed
faster than what fr_timer specifies when tcp connection to the destination is
broken.
