It would be hard to share a step-by-step guide as I don't have one handy and it would be labourious to set up a fresh host for the express purpose of writing one for you, but I do this routinely on EL8 and Rocky 8, and have done so dozens of times.
Tips: - You will need EPEL. - You will need the CBR repository or whatever has replaced PowerTools in Rocky 8.
