The iptables extension has been obsoleted and removed a while ago and management of the forwarding rules is now done by the service itself through the nftables API. See the related `--nftables-*` command line options.

Probably the kernel's nftables module isn't loaded or something. See if loading `nf_tables` makes a difference. Perhaps there are some distro-specific packages you need to install to get nftables support going.
