For this try editing /etc/sshd_config so that that print motd line
says yes, and put the contents of /etc/issue in /etc/motd also.
For some logins this will print the message twice. Haven't
figured out how to every type of login to get only one message.
On some systems, such as linux, you need to make /etc/issue.net.
