For a commercial solution, check out www.filedrive.com.
It basically tunnels FTP over SSL, but also allows for different
auth methods (username/password, digital certs, etc).

I'm currently demo'ing it, and it hasn't been too bad. However,
there are room for improvements, which might happen now that
ValiCert bought them.
