Peter, you need to give an option from the ssh config file as follows:
scp -o "Protocol=1" ~/desktop/mt-for-mda.pdf nist:/home/pdenno
Just take anything that can be inside of an ssh_config/.ssh/config file and
replace an = for the space, placing it after the -o.
