Ok, I see. IMO the svn tag should closely match the release archive -
as you say there will usually be minor differences but in this case
there's quite a lot of stuff in the svn tag that's not being released.

Let's rediscuss this as part of the release branch vs. trunk
discussion - I think that needs some clarifications.
