In principle right. But the list of initial committers in this podling
was created by just collecting names of people with potential interest
(as part of the IKS research project). I do not know if there is a
rule, but for creating a strong community I would personally prefer
that each committer should show at least once that he is willing to
contribute. Neither a single mail nor a commit is IMHO not an
application for being a committer.
