Well, if it wasn't stored, you get an error. And if the server told you
it did store it, you would know the user is not invisible, does not have
you in his ignore list or so. It is not something people should want you
to know.

So, if you do not get an error, you can count on the message being
delivered (now or later).

(If it is different in real life, then it is problem of implementation
and not of protocol).
