We should re-use the namespace, but not this particular element name.
If you want this to go forward, the way to state your case is:
"I think we need a new, modern XEP for idle time, that can be used in
IQ, presence, and PEP, with a new element name and namespace. It
would have the same properties as iq:last except that it will also
(put something really interesting here)."
And then you should follow up by actually writing the first version of
the XEP.
