Well, I'd like to take over, but split it into two XEPs: One defining JISP and one defining a core set of smilies. I think it's not necesssary to implemenet JISP just to have a core set of smilies :). JISP might be a good idea, though, it can't hurd to have a standard for smilie sets across the clients.
I'd be willing to write a XEP that defines a basic set of smilies. I'd look at various clients and look which smilies they have in common for that.
For maintaining XEP-0038, I don't know yet. If I'd maintain it, I'd remove the section with the core smilies from it and make that a separate XEP.
