[Standards] source XML link in XEP Document Information section

It would be nice if each XEP would contain a link to the XML source  
which generated it, or the latest XML source.  I suspect the latter  
would be easier to implement, but the former more precise.

I suspect there are reasons not to provide this, but I thought I'd  
suggest it anyways.
