There was no response to my letter so I rewrote the XEP and have already
sent it to Peter as protoXEP.

It's hard for the XSF to accept a proposal as a XEP if the person who
wrote it never asks us to do so. :)

Given that submission to the XSF involves a transfer of ownership, yes
- you wouldn't be able to do that.
I already sent the letter so will hope that the author will respond.
Otherwise, it will be necessary to rewrite the XEP, it seems.. :(
