There was no response to my letter so I rewrote the XEP and have already sent it to Peter as protoXEP.

then. I don't know if it'd be a crime if someone will submit the XEP
instead
of the author if he will not respond..

Given that submission to the XSF involves a transfer of ownership, yes
- you wouldn't be able to do that.

I already sent the letter so will hope that the author will respond.
Otherwise, it will be necessary to rewrite the XEP, it seems.. :(
