XEP-0246 was a generalization of how things work in such environments,
but it's certainly not necessary here.
Did you already change this in the currently published version? I cannot
see the old version of the text, and I also don't see why we wouldn't
point to XEP-0246. Maybe even normative.
It is a nice, broader explanation of how things work. XEP-0174's
description on how to set up the connection is pretty minimal. XEP-0246
goes into detail and, for example, specifies the values of the
addressing information in the stream header. I am not entirely sure why
that document never got further along in our standards process and maybe
we should reconsider that.
