Being a co-author, I feel that I should anyway express my view of this specification.
1. Is this specification needed to fill gaps in the XMPP protocol stack or to
clarify an existing protocol?
Yes, it fills a gap.
2. Does the specification solve the problem stated in the introduction and
requirements?
Yes.
3. Do you plan to implement this specification in your code? If not, why not?
Yes.
4. Do you have any security concerns related to this specification?
No.
We are just asked to explain better a security related question on transmission timing attacks, placed by Peter Saint-Andre. It has a positive answer.
5. Is the specification accurate and clearly written?
Yes.

Your feedback is appreciated!
I am glad to be part of this work initiated by Mark Rejhon. I think it contributes in a good way to usability enhancement of XMPP.
