Just to throw in my own uninformed opinion...
0048 (Bookmarks Storage) using iq:private was updated to 0048 (Bookmarks) using pubsub. Progress is good, and we should obviously be moving forward rather than sticking with legacy because 'it works.' However, this was such an extensive change that it wasn't just an update, it was effectively an entirely new XEP. 0048 (Bookmarks Storage) has already been widely implemented using iq:private and that can't be erased by rewriting the XEP to be something different. Would it not make more sense to revert 0048 back to its iq:private version and change its status to Historical, and allocate a new XEP for "Bookmarks (using PubSub)" which references the historical 0048 (rather than referencing a previous version of itself that leaves everyone feeling dirty.) Expecting objections based on having to undo previous council decisions, a less dramatic alternative solution: the relevant parts from old 0048 could be inserted as an appendix for new 0048.
