Having updated the XEP to use PEP instead of creating a new XEP (and deprecating the old one) does feel like a mistake to me, and something similar (I'd argue for "deprecated" instead of "historical") to this seems like a good idea. However, given that it's already been done, I'm not sure that it's worth going back and trying to clean it up in this way, that might introduce even more confusion.
